This bill aims to counter repression by Iran's government and support internet freedom for Iranian citizens. The legislation requires the State Department to assess technologies—including satellite internet and mesh networks—that could overcome Iranian internet shutdowns, and authorizes $30 million annually from 2027–2030 for the Iran Internet Freedom Grant Program. It also directs the Pentagon's Defense Innovation Unit to develop and test low-cost internet access technologies, with $2 million annually authorized for this effort. Additionally, the bill establishes an "Iran Kleptocracy Initiative" within the Treasury Department's financial crimes unit to investigate, freeze, and seize assets held by Iranian government officials and their associates, and requires the Treasury Secretary to report within 180 days on Iranian oligarchs and state-controlled entities' international business ties. Congress would also gain authority to nominate foreign persons for sanctions if they provide censorship technology or surveillance tools to Iran's government. The bill addresses media as well, expressing congressional support for increased U.S. broadcasting to Iran and aid to independent journalists.
