The Safe Shelters for Survivors Act of 2026 prohibits federally funded domestic violence and homeless shelters from providing services or shelter to individuals required to register on the National Sex Offender Registry. The bill makes it illegal for such registered sex offenders to enter or use these shelters, except to inquire about alternative non-federally funded shelters, and requires offenders who do enter to immediately disclose their status; violators face up to five years in prison and fines. Shelters that fail to comply with the ban lose eligibility for all federal funding in the following fiscal year. The restrictions take effect 180 days after the bill becomes law and apply only to shelters receiving federal funds, allowing state and privately funded shelters to set their own policies. The legislation is intended to protect vulnerable domestic violence survivors and homeless individuals by restricting access to these facilities based on criminal history.
