If Israel fails to meet any condition, the U.S. would be prohibited from selling, exporting, or transferring defense articles for use in the West Bank or Gaza, though the President may waive this prohibition for up to 15 days if it serves national security interests. The bill also establishes an end-use monitoring group to verify that previously provided U.S. weapons are not being used in these territories, with reports submitted every 60 days. The law includes carve-outs to continue funding Israel's missile defense systems (Iron Dome, David's Sling, and Arrow 3) and authorizes humanitarian assistance to Gaza. The act expires five years after enactment.
