S. 764 designates approximately 62,480 acres of new wilderness areas and conservation lands across Colorado, including additions to existing wilderness areas in the San Juan Mountains and new protected lands in the Continental Divide region, White River National Forest, and Thompson Divide. The bill creates wildlife conservation areas that protect migration corridors and ecological resources while allowing continued livestock grazing and forest management activities, establishes a new 50,300-acre Curecanti National Recreation Area within the National Park System, and withdraws the Thompson Divide from mineral leasing while creating a voluntary oil and gas lease relinquishment credit system. The legislation also establishes a methane capture and utilization program for Colorado coal mines to reduce emissions and promote economic development, with the Secretary of Interior required to inventory methane sources and lease emission rights to qualified bidders, capping or destroying any significant unleased emissions within four years. The National Park Service must develop a management plan for the recreation area within three years and acquire 26 miles of public fishing easements within a decade, while all existing grazing permits, water rights, and tribal rights are preserved throughout the designated areas.
