Gwenn's Law directs the U.S. Department of Health and Human Services to launch a public awareness campaign aimed at increasing women's participation in clinical trials funded or conducted by the National Institutes of Health, with special focus on research into rare diseases and conditions. The bill also requires a separate public awareness campaign specifically about bleeding and clotting disorders in women. The legislation establishes a permanent interagency task force composed of federal health officials, industry representatives, and rare disease advocacy groups to coordinate efforts across the government to advance treatments for rare diseases, particularly those that disproportionately affect women. The Secretary of Health and Human Services must develop and submit an action plan within 180 days outlining how the department will encourage research and development for prevention, diagnosis, and treatment of these conditions. The bill authorizes $10 million annually for each of the five fiscal years from 2027 through 2031 to fund these awareness campaigns.
