Specifically, the bill blocks spending on biometric surveillance systems (including ICE's Intelligence Records System), related contracts, and new ICE officer hiring for 30 days after the law takes effect and until the required report is submitted to Congress. The report must establish policies prohibiting ICE from collecting or storing information on people exercising constitutional rights—such as participating in protests—and must include safeguards for data access, retention, notice requirements, and officer training on privacy laws. Additionally, the bill requires ICE to delete all surveillance data collected between January 1, 2026, and the law's enactment date within 30 days unless these new protections are officially adopted, and it protects individuals' right to record ICE enforcement operations without interference.
