Eligible nonprofit organizations would enter into cooperative agreements with the Department of Agriculture to help these heirs resolve property claims, with agreements lasting up to four years and potentially renewable. The legislation authorizes $60 million annually from 2027 through 2031 for these legal services, with no more than 3 percent of those funds available for administrative costs, and requires the Department of Agriculture to submit annual reports to Congress on program progress and outcomes.
