Referred to the Committee on the Judiciary, and in addition to the Committee on Homeland Security, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Protecting Our Communities Act establishes new accountability and transparency requirements for Immigration and Customs Enforcement (ICE) and other federal immigration enforcement personnel. The bill requires all immigration enforcement officers to wear body cameras and use dashboard cameras in vehicles, which must record continuously during operations and be retained for one year, with footage accessible to people who appear in videos and their legal representatives. Officers conducting detentions or arrests must visibly display their official identification and insignia, cannot wear face coverings that conceal their identity, and must notify local law enforcement before conducting operations in their jurisdiction. Within 180 days of enactment, the Department of Homeland Security must develop de-escalation and alternatives-to-force training for immigration enforcement personnel, developed in consultation with law enforcement agencies, immigrant advocacy groups, mental health organizations, and civil rights groups. The bill also requires the department to submit reports to Congress every six months documenting use of force incidents, assaults against officers, and instances where officers failed to display proper identification.
