The banner may be displayed in homes, workplaces, veterans organizations, public buildings, schools, libraries, and other community spaces to raise awareness and show support for affected families. The Secretary of Veterans Affairs and Secretary of Defense may work together to promote public awareness of the banner, though the legislation explicitly clarifies that displaying the banner does not entitle anyone to veterans benefits or require federal certification. The bill requires no additional funding and directs that implementation occur using existing Department of Veterans Affairs resources.
