This bill establishes an Advisory Council on African Diaspora Engagement within the State Department to advise the President on strengthening ties between the U.S. government and African American and African immigrant communities. The council will consist of up to 12 unpaid members appointed by the Secretary of State, selected from diverse professional backgrounds including business, academia, sports, and faith organizations, with input from congressional leadership. The council will provide recommendations on advancing equity for African diaspora communities, supporting educational and cultural exchanges with Africa, expanding economic opportunities and trade participation, and raising public awareness of African diaspora accomplishments and contributions. Funding will come from existing State Department appropriations, and the council will meet quarterly while regularly briefing Congress on its activities. This legislation carries no new budget authorization and establishes an advisory body with no statutory powers beyond providing counsel to the Secretary of State.
