If a school fails to provide in-person instruction for more than three days during a school year, parents would receive direct payments calculated based on their child's share of federal Title I education funding (money designated for disadvantaged students), multiplied by the number of closure days. The bill targets this assistance specifically at low-income families, who congressional research shows experience the most severe long-term educational and economic consequences from school closures. Parents would be required to spend these funds on qualified educational expenses—including private school tuition, tutoring, instructional materials, and therapies for students with disabilities—and provide receipts to schools or return unspent money within 30 days. The legislation would take effect beginning with the first school year after enactment and applies to all public elementary and secondary schools receiving federal Title I funds.
