The Office of Management and Budget must issue implementation guidance within one year, and agencies have two years from enactment to establish their databases and publish at least annual updates. Agencies must also report annually to Congress on settlements they withhold from public disclosure and their reasons, promoting transparency about how the federal government resolves major legal disputes.
