This bill would restrict Social Security and Medicare benefits to U.S. citizens and permanent legal residents, effectively ending benefits for other groups currently eligible to receive them. The legislation amends Social Security law to prohibit monthly benefit payments to anyone who is not a U.S. citizen or lawfully admitted permanent resident, with the change taking effect for benefits paid after the bill's enactment. The bill also modifies Medicare eligibility rules by removing certain categories of individuals from the program. Additionally, it expands payroll taxes (FICA) by removing tax exemptions for certain types of remuneration, with those changes applying to wages paid after December 31 of the year the bill is enacted. The bill affects anyone currently receiving Social Security or Medicare who is not a U.S. citizen or permanent resident, though existing beneficiaries as of a specified prior date would be grandfathered in under Medicare provisions.
