The bill affects noncitizens who receive any federal assistance including Social Security, food stamps, unemployment insurance, Medicaid, housing assistance, or similar programs, and would require them to annually certify their compliance with the repatriation limit as a condition of continued eligibility. The legislation directs the Treasury Department to establish a centralized database to track all money transfers by these individuals and requires banks, money services, and cryptocurrency exchanges to report transfers and verify compliance before processing transactions. Financial institutions that fail to comply could face civil penalties up to $25,000 per violation, and any person who violates the restrictions would be immediately ineligible for federal benefits. The regulations needed to implement the program are due within 12 months of enactment, with the full law taking effect two years after passage.
