Referred to the Committee on Veterans' Affairs, and in addition to the Committee on Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Army Security Agency Monument Act directs the Secretary of the Army to place a monument in Arlington National Cemetery honoring veterans who served in the Army Security Agency during World War II, the Korean conflict, the Vietnam era, and the Cold War era between 1945 and 1976. The monument would be designed jointly by the Army and the National Army Security Agency Association, with specific size limits of 52 inches by 18 inches at the base and placement on a non-burial plot. If space is unavailable within Arlington Cemetery itself, the monument may be placed outside the cemetery's entrance instead. Importantly, the bill places all financial responsibility on the National Army Security Agency Association, which must agree to fund the site preparation, construction, installation, and ongoing maintenance before the monument can be erected. The legislation has no direct federal funding requirements, as private funding through the veteran association covers all costs.
