The BLOCK PUTIN Act targets Hungary's continued reliance on Russian energy and its obstruction of aid to Ukraine by imposing sanctions on senior Hungarian government officials. Specifically, the bill authorizes the president to sanction Hungarian officials who block or delay financial or security assistance to Ukraine through the European Union, NATO, or other multilateral organizations, or who approve continued oil and natural gas imports from Russia. These sanctions include freezing assets in the United States and making sanctioned individuals ineligible for U.S. visas and entry. The bill does not specify a funding amount but requires the Treasury and State Departments to report within 30 days on any U.S. government licenses or exemptions that may have facilitated Hungarian purchases of Russian energy. Hungary can avoid sanctions by adopting a public plan to end Russian energy dependency by 2028 and ceasing all official actions to block Ukraine aid for at least 180 consecutive days, at which point the sanctions regime terminates.
