This bill creates a federal task force to coordinate efforts among the federal government, states, local governments, tribal nations, and U.S. territories to reduce American dependence on China and other foreign adversaries for critical minerals essential to national security, including materials needed for defense, renewable energy, and advanced technology. The President must establish the task force within 90 days, appoint a chairperson or co-chairpersons from senior White House officials, and include representatives from at least 24 federal agencies. The task force will assess supply chain vulnerabilities, identify opportunities to develop domestic mining and processing capabilities, strengthen the critical minerals workforce, and recommend strategies to partner with allied nations on mineral security. The task force must deliver its findings to Congress within two years and then automatically dissolve 90 days later. The bill requires no additional federal funding and directs the Government Accountability Office to complete a separate 18-month study examining federal and state regulations affecting domestic critical mineral supply chains.
