Referred to the Committee on Oversight and Government Reform, and in addition to the Committee on Rules, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Government Office Realignment and Closure (GORAC) Act of 2025 requires an evaluation of all federal agencies and programs every 10 years to identify wasteful, duplicative, or outdated functions. Starting within one year of enactment, the Comptroller General must hire a private auditor to review federal programs from the preceding decade and recommend consolidations, realignments, or eliminations based on criteria including agencies with the same functions, those that have wasted funds through mismanagement or egregious spending, and those that have completed their purpose or become irrelevant. The Comptroller General will then propose legislation to Congress to implement these recommendations, with all resulting budget savings directed toward paying down the national debt, and the bill includes protections to relocate eliminated federal employees to other positions. The legislation establishes an expedited Congressional review process: the proposed implementation bill cannot be amended, debate is limited to 10 hours total, and committees must report the bill within 15 days or be automatically discharged, ensuring a fast-track vote in both chambers.
