Referred to the Committee on Foreign Affairs, and in addition to the Committee on the Judiciary, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill directs the Secretary of State and Secretary of Treasury to review within 90 days whether Sudan's Rapid Support Forces should be designated as a specially designated global terrorist organization under existing executive authority. If the secretaries determine that the designation is warranted, the bill automatically imposes sanctions including asset freezes on the organization and visa bans on its members and affiliates. The bill includes exceptions for humanitarian assistance, international obligations related to United Nations headquarters, and authorized U.S. intelligence or law enforcement activities, and allows the Secretary of State to waive sanctions if deemed important to national security interests after notifying Congress. The legislation also requires a detailed report to Congress explaining the designation decision, identifying countries and entities supporting the Rapid Support Forces, and assessing the implications of the designation for U.S. security and foreign assistance.
