This bill would suspend U.S. foreign assistance to Somalia's national government unless adequate safeguards are in place to prevent misuse of the funds. The legislation directs the State Department to restrict money transfers from the United States to Somalia if there is evidence that U.S. government funds or welfare recipients' money is being diverted to Somali officials or terrorist organizations, and requires a briefing to Congress on such transfers. The bill also authorizes visa bans and travel restrictions for current and former Somali government officials involved in corruption, destruction of U.S.-funded facilities, or support for terrorist groups, with these restrictions extending to their immediate family members. Additionally, it allows the President to impose sanctions under the Global Magnitsky Act against foreign persons assisting with the diversion of U.S. funds and establishes a rewards program offering up to $250,000 per tip for information about fraud schemes or stolen assets, with funding coming from the State Department's emergency account. The Secretary of State can waive the assistance suspension on a case-by-case basis if it serves U.S. national interests.
