This bill establishes an independent, nonpartisan Commission on Natural Disaster Risk Management and Insurance to study how the United States can better prepare for and financially protect against natural disasters. The 26-member commission will include experts in insurance, emergency management, engineering, and related fields, appointed by congressional and committee leaders from both parties, plus two state insurance commissioners. The commission will examine current exposure to disasters like hurricanes, earthquakes, and wildfires; assess the availability and affordability of property and casualty insurance nationwide; evaluate how federal and state policies affect disaster risk management; and investigate the role of private insurance markets, government programs, and innovative financial tools in covering disaster losses. Within two years of enactment, the commission must submit a detailed report to relevant congressional committees with findings and recommendations for legislative, regulatory, or administrative actions at federal, state, and local levels. The commission will dissolve 90 days after submitting its report. No specific funding amount is designated, but the bill authorizes whatever funding is necessary to carry out the commission's work.
