The office must evaluate whether Department of Energy policies adequately analyze their effects on energy costs and reliability, and whether they include plans to prevent negative impacts on affordability. The office has 30 days to review and provide advice on each proposed regulation or policy, though it cannot block regulations from being issued. The bill requires the office to submit annual reports to Congress analyzing the effects of energy policies on affordability and provide recommendations for cost mitigation strategies. Additionally, the Secretary of Energy must report to Congress within five years on how effectively the office has carried out its duties.
