The Child Care Workforce Act establishes a pilot program that provides federal grants to states, Indian tribes, and tribal organizations to increase child care worker wages. The bill aims to address child care workforce shortages by making the profession more attractive and sustainable, which in turn improves the quality and availability of affordable child care services. Eligible recipients must submit detailed plans showing the need for wage supplements in their regions, how they will distribute funds to low-wage workers (at least quarterly), and how they will measure the program's success in attracting and retaining workers. Up to 10 percent of grant funds can be used for administrative costs and worker financial counseling. The Secretary of Health and Human Services must evaluate the pilot program and report results to Congress within two years of implementation, with funding authorized for fiscal year 2026 and beyond.
