Referred to the Committee on the Judiciary, and in addition to the Committee on Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Kimberly Vaughan Firearm Safe Storage Act requires licensed firearm manufacturers, importers, and dealers to include written notices promoting safe storage and provide safe storage devices with each handgun, rifle, and shotgun sold, with requirements taking effect on January 1, 2029 for larger manufacturers and 180 days after enactment for all firearm sales. The bill directs the Attorney General to establish and publish best practices for safe firearm storage in homes, vehicles, businesses, and other locations within one year, with annual updates thereafter. It establishes a grant program allowing states and Indian tribes to receive up to ten million dollars annually through 2037 to develop programs distributing safe storage devices to the public, with at least seventy-five percent of grant funds going directly to device distribution. The legislation also creates a federal tax credit worth ten percent of the purchase price, capped at four hundred dollars, for retailers selling safe firearm storage devices through the end of 2035, with the Treasury Department required to report annual credit usage by state.
