The PFAS Cleanup Act imposes a 45 percent excise tax on the sale of PFAS chemicals (perfluoroalkyl and polyfluoroalkyl substances), which are man-made chemicals used in many industrial and consumer products. The tax applies to manufacturers, producers, and importers of these substances beginning in 2027. The legislation also establishes a tax credit allowing public water systems to claim 25 percent of their costs for removing PFAS contamination from drinking water when levels exceed EPA safety standards. According to the bill, PFAS pollution costs the nation an estimated $60 billion annually in health impacts, with removal from drinking water costing between $7 million and $30 million per pound. The revenue raised from the excise tax is intended to help offset cleanup costs and complement state and community efforts to hold PFAS polluters accountable.
