The Federal Halo Act creates a new federal crime targeting people who get too close to federal law enforcement officers during their official duties. After a federal officer verbally warns someone to stay away, it becomes illegal to approach within 15 feet of that officer if the person intends to impede the officer's work, threaten them with physical harm, or harass them in a way that causes substantial emotional distress. The bill defines harassment as knowingly engaging in conduct directed at an officer that intentionally causes emotional distress and serves no legitimate purpose. Violations carry penalties of up to five years in prison, a fine, or both. The legislation applies to any federal law enforcement officer or agent engaged in lawful performance of their duties.
