This bill would prevent the Army from deactivating or reducing Expeditionary Combat Aviation Brigades (specialized aviation units) through fiscal year 2031 unless the Secretary of the Army submits a detailed plan to Congress explaining how the brigades will be recapitalized and restored to their current capabilities. For any brigades that were previously deactivated or reduced before this law takes effect, the Army would be required to reinstate or reactivate them to their former strength within one year and report to Congress on progress. The legislation also requires the Army to submit a plan within 180 days for sustaining and modernizing the aircraft used by these brigades. The bill authorizes $35 million in funding for fiscal year 2027 to support aircraft operations and training for these brigades.
