This bill creates a pilot program within the Federal Emergency Management Agency to help cities better map urban flooding risks and share that information with residents and businesses. The program will award grants to eligible cities with populations over 50,000 to develop improved flood mapping tools, assess flood risks for individual properties, and create public-facing websites displaying this data so homeowners and local governments can better understand and prepare for flooding threats. The grants will be distributed among three tiers of cities based on population size, with a total of 12 communities ultimately selected to participate, including at least one major coastal city, one major non-coastal city, and various mid-sized communities. Each grant recipient must complete their work within 18 months, with the federal government covering up to 75 percent of costs, and FEMA must report to Congress every two years on the program's progress and effectiveness. The program is funded at $2 million for fiscal year 2027 and $5 million for fiscal year 2028 through 2030.
