The Tornado Preparedness Act directs the National Oceanic and Atmospheric Administration (NOAA) and the Federal Emergency Management Agency (FEMA) to improve tornado detection, forecasting, and warning systems nationwide. The bill establishes a National Tornado Detection and Warning Improvement Plan that invests in advanced radar and satellite technology, develops artificial intelligence-based forecasting models, and integrates federal forecasting capabilities with state and local emergency systems. It also creates a Community Tornado Resilience Grant Program through FEMA to award funding to state and local agencies for building or upgrading community storm shelters, modernizing warning systems, installing backup power, and developing emergency preparedness plans, with priority given to high-risk tornado areas and underserved, low-income communities. The bill was introduced in response to warning system failures during a May 2025 tornado in St. Louis and requires NOAA and FEMA to coordinate with state, local, tribal, and territorial governments on data sharing and public education. The legislation directs administrators to submit a report to Congress on implementation progress, improvements achieved, and any remaining gaps in tornado preparedness.
