The law applies to grocery stores at least 15,000 square feet and food delivery companies, with exceptions for voluntary loyalty programs, promotional offers that consumers consent to, and price variations based on objective costs like shipping or taxes. The bill also requires retailers to disclose when items are out of stock or weighed for pricing, and mandates that delivery services get explicit customer approval before substituting ordered items. The Federal Trade Commission would enforce the law and treat violations as unfair or deceptive business practices. Additionally, the Secretary of Labor must report to Congress within one year on how grocery stores' use of electronic shelf labels affects employment.
