The land was originally granted to the Union Pacific Railroad by the federal government in 1866, and the government retained the right to reclaim it if certain conditions were met. This bill eliminates that federal claim, allowing the railroad to sell the parcels to the City of Tulare and giving the city clear ownership so it can improve and restore the facilities. The city will pay any costs associated with processing the paperwork to transfer the reversionary interest. The relinquishment becomes effective once the railroad completes the sale to the city.
