Referred to the Committee on Energy and Commerce, and in addition to the Committee on Financial Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The CHIERS Act of 2026 directs the Secretaries of Health and Human Services and Housing and Urban Development to jointly award grants to organizations that provide free transportation services to individuals with substance use disorders who need to reach treatment or supportive services. The grants can fund various transportation solutions, including operating shuttle services, purchasing vehicles, hiring and training drivers, and partnering with rideshare companies, as well as street outreach to inform people about these services. The legislation targets individuals experiencing homelessness, those in low-income communities, or those in areas where transportation is a barrier to healthcare access. Grant recipients must report on their effectiveness in reducing missed or cancelled appointments, and the program begins accepting applications within one year of enactment, with grants lasting at least one year. The bill explicitly prohibits using grant funds for involuntary treatment transportation or by law enforcement personnel.
