Referred to the Committee on Transportation and Infrastructure, and in addition to the Committee on Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The America Bikes Act establishes multiple federal funding mechanisms to expand bicycle and pedestrian infrastructure across the United States. The legislation requires the Department of Transportation to dedicate at least 5 percent of federal lands and tribal transportation program funding toward active transportation projects like bike lanes, sidewalks, and trail networks, while also requiring states to dedicate 5 percent of federal highway funding to safety projects in comprehensive state plans. The bill authorizes $500 million annually from 2026 through 2030 for a competitive grant program that funds interconnected biking and walking infrastructure, with at least 30 percent of funds supporting local networks connecting people to transit and jobs, another 30 percent supporting multi-community corridor projects, and up to 80 percent federal cost-sharing for most projects (100 percent for high-poverty areas). The legislation also establishes a separate competitive grant program for bicycle transit integration projects such as bike parking at transit stations and bike-sharing programs, open to metropolitan planning organizations, transit agencies, states, local governments, and Indian Tribes. The Secretary of Transportation is required to report on grant outcomes and best practices within one and three years of the program's enactment.
