Amending the Rules of the House of Representatives to require a supermajority vote of Members present and voting to subject a Member, Delegate, or Resident Commissioner to the censure or disapproval of the House, or removal from committee membership.
H.Res. 906 would change House rules to require a supermajority vote—at least 60 percent of members voting—to censure a member of Congress, formally disapprove of a member, or remove a member from committee assignments. Currently, these disciplinary actions require only a simple majority vote. The resolution would apply to all House members, delegates, and resident commissioners. This change would make it significantly harder for the House majority to take disciplinary action against individual members, effectively giving the minority party greater power to block such measures. The bill was introduced in November 2025 and referred to the House Rules Committee.
