The Sergeant Dave Crete FORGOTTEN Veterans Act improves benefits for military veterans who were exposed to toxic substances while serving at specific locations, primarily the Nevada Test and Training Range and Nevada National Security Site since 1951, as well as other Department of Energy facilities. The bill establishes a presumption that veterans who served at these covered locations were exposed to toxic substances, meaning they no longer need to prove exposure to specific substances to qualify for benefits, and it creates a registry to identify and track affected veterans. The Department of Veterans Affairs and Department of Defense will work together to identify eligible veterans using military records and establish a comprehensive study within 180 days to examine the health effects of these exposures, with results reported to Congress and relevant scientific institutions. The bill removes barriers to benefits by classifying these locations as contaminated sites and allowing veterans to self-report their service without requiring extensive documentation, while also providing outreach to ensure affected veterans are informed of available health care and benefits.
