The GUARD Act of 2026 requires the Federal Communications Commission to evaluate humanoid and quadruped robots with communications capabilities produced by foreign entities from countries of concern to determine whether they pose national security risks. Within one year of the bill's enactment, appropriate national security agencies must assess these robots and their control software and either place them on the FCC's covered list or report that they do not present an unacceptable risk. If a security risk is identified, the FCC must add the equipment to its covered list within 30 days and report to Congress; if no risk is found, other security agencies have 180 days to review the determination and submit their own reports. The legislation excludes robots from NATO allies and other designated non-adversarial countries, focusing specifically on equipment from entities headquartered in, controlled by, or closely affiliated with countries deemed concerns to U.S. national security.
