The VETRA Act directs the Department of Veterans Affairs to conduct a pilot program modernizing how it verifies the digital identities of veterans and other benefit applicants. The VA will select up to three high-volume digital service platforms such as disability claims, health care enrollment, educational benefits, or home loan systems to test new multi-factor authentication and identity verification tools that replace outdated single-factor systems. The pilot aims to reduce fraud and improper payments while improving secure access to VA services, with the agency using risk-based approaches that apply stronger verification requirements only where needed based on transaction sensitivity and fraud danger. The Secretary has up to $25 million to spend on the pilot program over a two-year period and must submit an implementation plan within 120 days, an interim performance report one year after launch, and a final report before the program ends. The Government Accountability Office will independently evaluate the pilot within 18 months and provide recommendations on whether to expand the program, modify it, or discontinue it.
