This bill requires the Secretary of Housing and Urban Development to regularly assess unmet community development needs in areas affected by major disasters. Within 60 days after the President declares a major disaster, and then quarterly thereafter, the Secretary must use federal disaster and housing data to evaluate damage to housing and infrastructure, identify shortages in affordable housing, and assess broader economic recovery needs. The Secretary must then submit reports to Congress describing these unmet needs and explaining how Community Development Block Grant Disaster Recovery funds and other federal disaster programs could address them. The legislation aims to ensure that disaster-affected communities receive systematic, ongoing evaluation of their recovery needs rather than relying on ad-hoc assessments. This automated assessment approach is intended to help direct federal disaster recovery resources more effectively to communities that need them most.
