The Student Protection and University Accountability Act requires colleges and universities that receive federal student aid funding to establish clear, transparent procedures for handling complaints about civil rights violations based on race, color, or national origin. Institutions must create written policies describing how they investigate such complaints, designate a civil rights coordinator, and notify complainants within 30 days of receipt and again within 30 days of investigation completion, along with explanations of outcomes and any remedies provided. Schools must also publicly post these procedures, include them in student orientation materials, and display Department of Education civil rights awareness materials on campus and online for at least one year. The bill also requires the Office for Civil Rights to brief Congress every two months on discrimination complaints and prohibits the office from dismissing or delaying investigations simply because a complainant filed the same complaint elsewhere. Colleges that fail to comply for two consecutive years lose eligibility for federal student aid programs until they demonstrate compliance.
