The Period PROUD Act would provide $200 million per year from 2026 through 2029 to help low-income individuals access menstrual products. States and eligible organizations—including nonprofits, local governments, and tribal entities—would distribute these funds to provide free menstrual products, conduct community outreach, and improve access to these essential items for low-income people. Organizations can use up to 9 percent of funds for administrative costs and can integrate menstrual product distribution with other assistance programs like Medicaid and food assistance. The bill requires the Department of Health and Human Services to issue implementation guidance within six months, conduct an evaluation by December 2031, and submit findings to Congress and publish results online by April 2032. The legislation is designed to address period poverty and the health risks associated with lacking access to menstrual products.
