This bill amends federal school lunch law to require states and tribal organizations to participate in the summer Electronic Benefits Transfer (EBT) program if they participate in the regular school lunch program. Currently, states can choose whether to offer summer EBT benefits to eligible children. Starting in summer 2027, participation in summer EBT would become mandatory for any state or tribal organization running a school lunch program during the school year. The bill maintains voluntary participation through summer 2026 to allow states time to prepare, then transitions to mandatory participation beginning in summer 2027. The legislation also establishes administrative requirements and deadlines for states to submit management plans for implementing the program. This change would expand access to summer food assistance for low-income children by eliminating the option for states to opt out of the program.
