Referred to the Committee on Energy and Commerce, and in addition to the Committee on Foreign Affairs, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill establishes a bipartisan National Advisory Commission on Extreme Heat and Global Security to study and develop strategies for addressing extreme heat as a national and global security threat. The commission will be composed of 22 members appointed by congressional leaders and the President, with expertise in public health, science, disaster management, economics, and international relations. Over a five-year study period, the commission will examine global risks from extreme heat, track health and economic impacts, review existing policies, and conduct regional listening sessions and consultations with federal agencies and international partners. The commission must submit a short-term action plan within one year, a long-term action plan within four years, and a final report with legislative recommendations within ten years, with Congress required to hold a hearing on the recommendations within a year of the final report. The bill does not specify funding amounts but allows the commission to request administrative support services and temporary staff as funds are appropriated.
