This bill directs the National Institute of Standards and Technology to develop voluntary guidelines to help federal agencies prepare their public datasets for use in training artificial intelligence models. The guidelines would cover key technical areas including data formatting, labeling, quality evaluation, documentation, maintenance, and public access. The bill also authorizes optional pilot programs lasting up to one year to test these guidelines in specific sectors with significant national security or competitiveness implications, such as biotechnology and biomanufacturing, with no more than two pilot programs running concurrently. The NIST Director must brief Congress on implementation one year after publishing the guidelines and annually for five years thereafter. The bill does not specify additional funding, instead prohibiting the reallocation of existing NIST resources to support this work.
