The Honor Their Service Act would authorize the Department of Veterans Affairs to provide grants to public and nonprofit organizations that offer immigration legal services to noncitizen veterans. These services would include help with removal defense proceedings, naturalization applications, parole requests, discharge upgrade requests, and other immigration matters for veterans who are facing removal, at risk of removal, or have already been removed from the country. The bill affects noncitizen veterans and the organizations serving them, and it directs the VA to establish eligibility criteria within 180 days and ensure services are accessible across all geographic areas, including rural communities and territories. The legislation authorizes twenty million dollars in funding for the program across fiscal years 2027 through 2030. The VA would also be required to submit biennial reports to Congress on the program's effectiveness and the number of veterans assisted.
