The VA Home Loan Navigator Act directs the Department of Veterans Affairs to establish a free support program to help veterans navigate VA housing loan benefits. The program would provide services including education about VA loans, assistance obtaining certificates of eligibility, counseling on loan origination and refinancing, guidance on appraisals and loan documentation, help with loan servicing and foreclosure prevention, and information about housing costs and fees. The VA would work with nonprofit organizations approved as housing counseling agencies and with military-focused nonprofits to deliver these services through certified individual counselors. These service providers must remain independent from mortgage lenders, servicers, and real estate brokers, with strict conflict-of-interest protections to ensure they act as neutral intermediaries without financial ties to commercial providers. The Secretary of Veterans Affairs must report to Congress annually for five years on the program's effectiveness, measuring outcomes such as borrower satisfaction, loan utilization rates, foreclosure prevention, and cost-effectiveness.
