The Esther Coopersmith Award Act establishes a new annual award at the Department of State to recognize diplomats who advance women's leadership in peace and security efforts. The award will be given to members of the Civil Service or Foreign Service who have made meaningful contributions to preventing or resolving conflict by promoting women's participation in peace processes, supporting women's safety and economic security, and improving women's access to decision-making institutions. The Secretary of State's Office of Global Women's Issues will administer the award, with recipients selected by a panel of Assistant Secretaries and Chiefs of Missions, and each year will include one honorable mention recipient. Recipients will be required to present their work to incoming Foreign Service officers and at the Chiefs of Mission Conference, and the Secretary must submit a report to Congress within 90 days of selection describing each recipient's efforts and outcomes. The legislation also amends the Foreign Service Act to include women's and girls' rights as a guiding principle for diplomatic work, and the award program is set to expire after five years.
