The legislation applies to the Food Distribution Program on Indian Reservations and the Commodity Supplemental Food Program, with the department required to provide annual consultations and technical assistance to ensure state agencies properly engage with Tribal officials on program amendments. Any emergency payments to Tribes cannot exceed the amount the department would normally spend on that Tribe during the same period, protecting the existing funding structure.
