This bill requires the Department of Veterans Affairs to create a data-sharing agreement with the Department of Health and Human Services within one year of enactment to prevent fraudulent or duplicate billing for veterans who receive care from both the VA and Medicare, Medicaid, or Medicare Advantage plans. The agreement would allow the VA to share information about enrolled veterans receiving hospital care and medical services, while HHS would identify veterans enrolled in multiple programs and share that information back with the VA. The memorandum of understanding would remain effective for two years once established, and the VA Secretary must report to Congress annually on the agreement's effectiveness in reducing duplicate, improper, or erroneous billing and payments. This legislation directly affects veterans who are eligible for both VA benefits and federal health programs, as well as seniors on Medicare who may also qualify for VA care, helping protect them from fraudulent billing practices.
