119th (2025–2027)
H.R. 9512
The Doug LaMalfa Sacramento River Basin Water Security and Reliability Act of 2026 establishes a new federal committee to coordinate water management, habitat restoration, and fish recovery efforts across the Sacramento River Basin, chaired by the Interior Department's Assistant Secretary for Water and Science and including representatives from eight federal agencies. The committee will work to align federal programs, remove regulatory barriers, and support California's floodplain restoration initiatives, with a requirement to submit annual reports to Congress and an automatic sunset after 15 years unless Congress votes to extend it. The legislation includes protections ensuring that existing water rights, state laws, tribal treaties, endangered species protections, and water contractors' repayment obligations to the federal government remain unchanged by the bill. These provisions preserve the status quo for current stakeholders while creating a new coordination mechanism for federal water management activities in the region.
