This bill establishes a U.S.-Ukraine Strategic Defense Innovation Working Group to develop, produce, and acquire unmanned systems and related drone technology between the two countries. The working group, led by senior Defense Department officials, will analyze Ukraine's combat-proven unmanned systems and explore ways to co-develop, co-produce, and transfer these technologies while establishing mutual technology-sharing agreements and intellectual property frameworks. The group must convene at least every 120 days and report to Congress every six months on progress, including identified unmanned systems for prioritization, supply chain assessments, and regulatory barriers. The working group will operate for five years with a possible one-year extension if the Secretary of Defense determines it remains vital to national security, with no specific funding amount authorized in the legislation.
